🧭 Born from injustice, slaughter, sorrow, and a commitment to remembrance, ShanghaiMassacre.org has evolved through courage, support, encouragement, and perseverance.
The site’s founder, Washington Lee—also known by his Chinese name, Qiguan Li—was born in Shanghai, China. During the turbulent decade of the Proletarian Cultural Revolution, he was stripped of his right to education and forced into agricultural labor in rural Shanghai. After the Cultural Revolution ended in 1977, the Chinese Communist Party reinstated the national college entrance exam. He was honored to stand out in this highly competitive process and became one of the first students admitted to Shanghai Normal University since 1965.
However, due to his unwavering commitment to democratic ideals—including open collaboration with Shanghai-based enterprises to experiment with democratic reforms—and his passion for foreign languages and translation, he often sought insight from foreign experts. These actions led the Chinese Communist Party to label him a “foreign spy,” subjecting him to brutal investigation. The regime went on to claim numerous innocent lives, including many passengers and crew members who perished in the Busan and Dalian air disasters.
For years, he has tirelessly sought justice for the victims of these tragedies, using both media and legal avenues to advocate on their behalf. As a former director and chief editor of Chenhang Broadcasting Station in Shanghai, he deeply understands the power and influence of the press. During the democratic reform efforts, he not only wrote persuasive articles advocating for change, but also organized press conferences at his partner enterprise, Shanghai Huawen Group, calling on mainstream media to support democratic reform in China.
In his pursuit of justice, he reached out to numerous Chinese media outlets—including Southern Daily and Southern Weekly in Guangdong, Jiefang Daily and Wenhui Daily in Shanghai, Liaoning Daily and Dalian Daily in Liaoning—as well as publications in other provinces and cities. He urged them to investigate the tragedies, uncover the truth, and speak out on behalf of the victims and the wrongfully accused. In addition, he contacted Chinese lawyers through letters and phone calls, encouraging them to pursue justice and compensation through legal channels.
To gain international media support, he used his extremely limited personal resources to organize a press conference at 888 Seafood Restaurant in Los Angeles, and later traveled with a sign language interpreter to the National Press Club in Washington, D.C., to hold a press conference.
Recognizing that many victims of the Busan and Dalian air disasters were Chinese and South Korean citizens, he reached out to South Korea’s leading newspapers—including Chosun Ilbo, Dong-A Ilbo, JoongAng Ilbo, and Korea Daily—urging them to speak out for their fellow citizens and pursue justice. He also contacted South Korean lawyers via email and phone, encouraging them to demand rightful compensation and accountability from the CCP.
Since the disasters also claimed lives from several other countries, he extended his appeals to media and legal professionals in France, India, Japan, Singapore, and Uzbekistan, calling for transparency, accountability, and justice for the innocent lives lost.
Although some families of the Shanghai Massacre victims received modest compensation and urban residency from local Shanghai authorities, and the families of the 80 South Korean victims of the Busan crash were granted limited compensation from the CCP, many others remain uncompensated. No compensation whatsoever has been offered to the victims of the Dalian crash. Even worse, the perpetrators of the Shanghai Massacre and the terrorists behind the air disasters have yet to be held accountable.
The path toward truth, justice, and restitution remains long and difficult. To carry this mission forward, Washington Lee (Qiguan Li)—a survivor and firsthand witness of the Shanghai Massacre, and a steadfast advocate for the victims—founded ShanghaiMassacre.org, with the help of compassionate supporters. Through this platform, he seeks to expose the cruelty of authoritarian rule, rally public awareness, and keep pressing toward justice.
His ultimate hope is that the perpetrators and conspirators will be brought to account, and that the innocent will finally receive the apologies, recognition, and reparations they deserve.
