Requesting Your Help to Build the “Shanghai Massacre” Memorial Park
January 1, 2025
Dear Friend,
I humbly request your support in establishing a “Shanghai Massacre” memorial park. This park would serve as a tribute to the many Chinese and Americans who lost their lives in this tragic event, as well as to honor the memory of the passengers and crew members who perished in the air disasters in Busan and Dalian. Among the victims were individuals from China, South Korea, Japan, France, India, Singapore, and Uzbekistan.
I am Washington Lee (Qiguan Li). I was born in Shanghai, China, and currently live in Los Angeles, USA. My childhood and youth were spent in the rural areas of Shanghai during the Cultural Revolution, a time when Mao Zedong's regime stripped young students of their right to an education. I was forced into farm work, but in my spare time, I pursued knowledge through self-study learning from my parents and local scholars.
In 1977, after the Cultural Revolution ended, I participated in China's first national college entrance exam since 1965. I was fortunate to be among the inaugural group of university students celebrated by the Chinese people as "God's favored sons." However, I could not enjoy this honor. Instead, I was branded a foreign spy by the CCP and subjected to brutal persecution. This was due to my outspoken support for democratic ideals, advocacy for freedom and justice, calls for political and economic reforms, and collaboration with Shanghai enterprises to implement these reformist ideas. In addition to my major in Chinese language and literature, I had a deep interest in foreign languages and cultures. This led me to translate foreign works and frequently consult with international experts on translation matters.
The CCP has taken the lives of many innocent people, including my parents, wife, younger brother, relatives, mentors, classmates, students, friends, and business partners. Even more horrifying, CCP agents orchestrated air disasters to eliminate my business associates. They were responsible for the explosion of flight CJ6136 from Beijing to Dalian, which killed all 112 people on board. They also engineered the crash of flight CA129 from Beijing to Busan, resulting in the deaths of 129 people, including the co-pilot, second officer, and six flight attendants. These acts of terror, including the mass killing of civilians and the bombing of airliners, are examples of the CCP's "Domestic Red Terror" against the Chinese people.
Even after I moved to the United States, the CCP's bloody persecution followed me overseas, implementing "International Red Terror." Just like in China, they used bribery and marriage ties to destroy my work, business, and family. They sent a political prostitute named Lily Liu, a low level spy devoid of moral boundaries, to sabotage my career and business. Simultaneously, they installed Henry Chan, a con man who preyed on women, to wed my brother-in-law's daughter and destroy the family and family business.
Since the CCP assumed power in 1949, they have made concerted efforts to train operatives to infiltrate U.S. government agencies for intelligence gathering or sabotage. Consequently, all CCP spies are willing to collaborate with U.S. authorities and serve as their informants, though the information they provide is often misleading and harmful to the American government and its citizens. This holds particularly true for the unscrupulous Lily Liu, who not only deceives U.S. authorities but also corrupts government officials, transforming them into criminals who undermine America and endanger, even kill, its citizens.
Over the years, FBI agents have relied on intelligence provided by Lily Liu and Henry Chan to eliminate the Americans under suspicion of being Chinese spies. However, all their intelligence has proven baseless. Genuine CCP spies receive strong protection from the party, while these fabricated agents, created by the CCP, are merely offerings to bolster the credibility of Liu and Chan within the intelligence community. These deceptive tactics, which may involve financial incentives or sexual bribes, pose significant risks to the U.S. government and its agents. Engaging in actions that result in the loss of life in the U.S. is a serious crime with no statute of limitations for prosecution.
In the U.S., these two con artists are treated with special privileges because of the intelligence they provide. Based on their false intelligence, FBI agents killed my niece-in-law, a survivor of the Cambodian genocide, when she was only in her twenties. Then they arranged for a nurse to marry Henry Chan, a deadbeat and low-level spy, and gave him a house, allowing him to live comfortably in the U.S. To help Lily Liu profit from herbal medicine, they killed my business partners from Taiwan, who were only in their forties and fifties, helped her steal my intellectual property, and enabled this crude and ignorant political prostitute to swindle people in the American health products market. Even more absurd, they helped her promote the stolen product, V-LiverCare™, making it the first herbal product covered by mainstream American medical insurance. In short, these unethical agents fattened the two ruthless wolves with the lives of innocent Americans.
Meanwhile, in the U.S., I have been left destitute by these two scoundrels. After Henry Chan married my niece-in-law, he kicked me out of our clothing business, replacing me as president with a female compatriot from his hometown in Guangdong, China. Similarly, Lily Liu followed me to an herbal medicine company in Los Angeles, using sexual favors to get the company boss to replace me as general manager with her male fellow from Jiangsu, China. They also ruined my Life Care Group USA herbal medicine company, my Panda Delight restaurant, my Chinese teaching position at Harvard University, and my sales job at Group 1 Automotive. To make a living and support my family, I was forced to sell cemetery plots at Rose Hills Memorial Park in Los Angeles, a job without wages or a base salary. At almost the same time, the CCP sent another low level political prostitute, Jenny Lin, who, like Lily Liu, could neither speak English nor write Chinese, to sabotage my sales. The difference is that Lily Liu is a criminal who owes a blood debt to many American people. The CCP packaged her as an upper-class woman with high-level connections to attract company leaders and have her introduce the company to cooperate with China. As a result, I diligently planned marketing campaigns, carefully crafted bilingual brochures, and worked year-round without a break to sell funeral products, only to find that my efforts were for others' benefit. The company's manager secretly diverted my customers by offering them discounts, making this ignorant CCP spy the top salesperson in the company.
In this world, every country must guarantee its people's human rights; every place should offer free competition and be a stage for heroes to shine, and everyone should be able to change their life through diligence and wisdom. These rights are inalienable because "All men are created equal, endowed by their Creator with certain unalienable Rights, including Life, Liberty, and the pursuit of Happiness." But under the rule of the CCP's "Domestic Red Terror," the Chinese people naturally have no human rights, and under the CCP's "International Red Terror" attacks, my family and friends in the U.S. have also lost their rights to life, liberty, and the pursuit of happiness.
In today’s digital age, technology advances rapidly, information spreads instantly, and transportation reaches all corners of the globe. The world has become a global village, and as neighbors, we must support one another to ensure the well-being of all. We must stand firm in the fight against terrorists, terrorist organizations, and terrorist states, never appeasing or harboring those who do evil.
With this in mind, I respectfully seek your assistance in establishing the "Shanghai Massacre" Memorial Park. This memorial is not only intended to honor the Chinese, Americans, and others who lost their lives due to the CCP’s red terror, but also to expose the CCP’s crimes against humanity and to call on the people of the world to stand united against autocracy, dictatorship, and tyranny, with the ultimate goal of ending this oppressive regime.
Thank you very much for your support.
Sincerely,
Washington Lee (Qiguan Li)

On December 21, 1988, Pan Am Flight 103 was destroyed by a bomb over Lockerbie, Scotland, resulting in the tragic loss of all 243 passengers and 16 crew members. This incident became known as the Lockerbie bombing. Eleven years later, the Libyan regime handed over two Libyan nationals for trial at Camp Zeist in the Netherlands in 1999, and Libyan intelligence officer Al-Megrahi was sentenced to life in prison in 2001 after being found guilty in connection with the bombing. In 2003, Libyan leader Gaddafi accepted responsibility for the Lockerbie bombing and paid $10 million in compensation to each victim's family.
The Lockerbie Memorial Cairn honors the 270 lives lost in the bombing of Pan Am Flight 103 and is a gift from the people of Scotland to the people of the United States, funded entirely through private donations. Senate Joint Resolution 129, which designated Arlington National Cemetery as the site of the memorial cairn, was signed into law by President Clinton in November 1993. The groundbreaking ceremony took place on December 21, 1993, the fifth anniversary of the tragedy, and the cairn was dedicated on November 3, 1995. The following inscription is engraved on the cairn's base: “On December 21, 1988, a terrorist bomb destroyed Pan American Airlines Flight 103 over Lockerbie, Scotland, killing all on board and 11 on the ground. The 270 Scottish stones which compose this memorial cairn commemorate those who lost their lives in this attack against America.” A bronze plaque on the side of the cairn reads: “In remembrance of the two hundred seventy people killed in the terrorist bombing of Pan American Airways Flight 103 over Lockerbie, Scotland 21 December 1988. Presented by the Lockerbie Air Disaster Trust to the United States of America.”
A memorial park created by the people of Scotland for the victims of the PA103 air disaster caused by the Libyan regime.
The names of the victims of the 1988 Lockerbie bombing are engraved on a memorial in the park.
The explosion, resulting from a terrorist bombing, caused the deaths of all 259 passengers on board the Boeing 747, along with 11 people on the ground. In response to this tragedy, Syracuse University established the Remembrance Scholarship and Remembrance Week to educate students about terrorism and the bombing of Pan Am Flight 103.
